If they “promise” good rankings then their not being very honest. Some industries (gift baskets, flowers, travel) are very competive and no SEO can guarantee a position on google or any search engine except in paid ads which is not optimization.

A good SEO will have experience and tools necessary to select keywords where you’ll some change at improving natural search traffic. Will know how to analyze a site for barriers to search engines (cryptic urls, java menus instead of html,…) and will have experience with actually improving other customers website results. Good SEO won’t over-promise results, it takes months and years to improve results for most sites.

The best thing to do is get a detailed description of the work that they are going to do on your site. Anyone can promise to be ethical in the Code of Ethics but may conduct “black hat” techniques to get you results. These black hat techniques can result in your site being banned from the index of search engines.

Make sure they are not going to:
    - Put hidden text on your site
    - Spam forums or blog posts
    - Link you to bad neighborhoods such as link farms
    - Buy Spammy Links for your site
    - Use cloaking in a negative way
    - Use masking in a negative way

You can find information about cloaking, masking, and other “black hat” techniques all over the web. Sometimes these tactics are appropriate but sometimes they are intended to deceive the search engines.
